Secretary of the Air Force Concepts, Development and Management Office (SAF/CDM) Network and Architectures Directorate (CDMN) Mission Partner Capabilities Office (MPCO) is charged with providing DoD-wide enterprise-level development, integration, systems engineering and synchronized delivery of mission capabilities and DoD-wide enterprise services that support interagency, strategic, allied, multinational, coalition, joint and combined Command and Control (C2) and intelligence coalition information sharing requirements. These capabilities include cross-domain services, cybersecurity and interoperability testing. The MPCO assumes responsibility for modernization, management, integration and consolidation of the Combined Enterprise Regional Information Exchange System (CENTRIXS), Pegasus, Combined Federated Battle Laboratory Network (CFBLNet), Virtual Data Centers (VDCs), US Battlefield Information Collection and Exploitation Systems (US BICES) and US BICES extended (US BICES-X).

ITS, LLC is seeking professional talent for a Systems Engineer SME with experience in Enterprise Technical and Programmatic Assessment and Planning. Candidate must either be in or willing to relocate to the DC area to support the Mission Partner Capabilities Office (MPCO).

Required Skills:

• A Subject Matter Expert (SME) level person within a labor category has at least 15 years of experience performing work related to the labor category functional.

• Ten (10) years of specific functional requirement and expertise pertaining specifically to the labor category or area of expertise, description and a component of the DoD relating to the PWS task areas being supported.

• Minimum three (3) years experience with configuration/change management in coalition, military, interagency, multinational or joint information sharing activities.

• Broad experience across the systems engineering life cycle to include concept formulation, requirements, design, integration, testing & fielding, and maintenance of information systems

• Ability to support program/project management and architecture initiatives to include planning, estimating, defining, and documenting requirement for complex systems.

• In additional to Senior-level staff experience requirement, SME-level person will assist in establishing procedures or standards, provide recommendations for procedural improvements, and contributing to efficiency and performance improvement.

• Must have requisite engineering degree as applicable to engineering or program management certification as applicable to program management; cost/schedule/performance background and ability to develop materials and brief senior leaders on complex issues. The government would consider other technical degrees or special case exemptions on a case by case basis if the person has experience and a proven track record.

Additional Skills:

• Experience with architectural concepts and cybersecurity requirements IAW RMF. Knowledge and experience with FMN, JIE and JADC2 is preferred.

• Familiar with Model Based Systems Engineering (MBSE) practices and tools like NoMagic MagicDraw and Cameo.

• Experience with creating DoD Architecture Framework (DoDAF) viewpoints.

• Comfortable with using Information Technology Information Library (ITIL) and DoD IT Service Management (ITSM) methods to define service-based architectures, including development of Memorandums of Understanding (MOUs) and Service Level Agreements (SLAs).

Master Degree in the stated discipline OR Bachelor Degree plus 4 years additional work experience related to the labor category functional description
