SAF/CDM Technical Advisory and Professional Services (TAPS)

Secretary of the Air Force Concepts, Development and Management Office (SAF/CDM) Network and Architectures Directorate (CDMN) Mission Partner Capabilities Office (MPCO) is charged with providing DoD-wide enterprise-level development, integration, systems engineering and synchronized delivery of mission capabilities and DoD-wide enterprise services that support interagency, strategic, allied, multinational, coalition, joint and combined Command and Control (C2) and intelligence coalition information sharing requirements. These capabilities include cross-domain services, cybersecurity and interoperability testing. The MPCO assumes responsibility for modernization, management, integration and consolidation of the Combined Enterprise Regional Information Exchange System (CENTRIXS), Pegasus, Combined Federated Battle Laboratory Network (CFBLNet), Virtual Data Centers (VDCs), US Battlefield Information Collection and Exploitation Systems (US BICES) and US BICES extended (US BICES-X).

ITS, LLC is seeking professional talent for a Senior Program Analyst with Information and Knowledge Management (IM/KM) experience, in the DC area to support the Mission Partner Capabilities Office (MPCO).

Required Skills:

Candidates must have:

• Experience in program management, technical or business analysis discipline, related to defense systems acquisition and life cycle management.

• Knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment of systems, subsystems, and equipment

• degrees or special case exemptions on a case by case basis if the person has experience and a proven track record.

• Experience in support to coalition or bilateral military information sharing activities.

• Agreements Coordination - three years or more of international program coordination experience with a component of the DoD.

• Three years or more experience drafting and executing MOUs/MOAs and 7600s.

Additional Skillset(s):

• Experience in the program/project status, schedules, and DoD reporting

• At least ten (10) years of experience performing work related to the above position description

• Six (6) years of specific functional requirement pertaining specifically to Information and Knowledge Management (IM/KM)

• Ability to work on high-visibility or mission critical aspects for the Secretary of the Air Force (SAF) and Mission Partner Environment (MPE) and performs all functional duties independently

• May oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.

• Possess the ability for oral and written communication with the highest levels of management, and the ability to professionally prepare and present analytical documents for senior military and defense officials.

• Must have requisite engineering degree as applicable to engineering or program management certification as applicable to program management; cost/schedule/performance background and ability to develop materials and brief senior leaders on complex issues. Master of Science Degree in the stated discipline Or Bachelor Degree plus 4 years additional work experience related to the labor category functional description

• At least ten (10) years of experience performing work related to the above position description
