Defensive Cyber Operations for Space (DCO-S)

Provide agile program management support for SMC/ECXCO to provide the U.S. Space Force (USSF) with Defensive Cyber Operations for Space (DCO-S) capabilities to protect the U.S. Space Enterprise. Assist the SMC/ECXCO in the execution of an agile-based program to rapidly perform system development, acquisition, fielding, and product support across multiple DCO-S product lines.

Provide scrum master expertise to identify and resolve complex problems across the DCO-S Detect Product Line. Apply agile scrum master subject matter expertise to facilitate the software development lifecycle and achieve DCO-S program development priorities. Provide support to develop and document program processes.

Required Skills:

• Expert knowledge of the agile framework, scrum techniques, and development artifacts

• Oversee and facilitate the scrum teams to ensure quality and timeliness

• Responsible for increasing team efficiency and motivating teams

• Ensures observance of DoD (Definition of done)

• Experience leading development scrum teams using Agile methodologies and scrum practices

• Excellent communication skills to facilitate multiple scrum teams and coordinate with product owners and end users

• Remove impediments and coach scrum teams on removing impediments

• Ability to adapt to a rapidly changing program environment

• Recommend continuous improvements to help achieve higher levels of scrum maturity

• Ability to lead high performance development teams in 18-month Epics, 3-month Program increments, and 2-week Sprints

• Lead facilitator for PI Planning, Execution, and Retrospectives

• Lead facilitator for User Demonstrations conducted by development teams

• Ability to facilitate scrum and kanban teams across the program

• Knowledgeable in the Agile SAFe 5.0 methodology and scrum with the ability to educate others

• Experience with Agile SAFe Training and current Agile Scrum Master Certification

• Experience using JIRA to plan, monitor, and report on the agile program

• Experience using Confluence as a program knowledge portal

Desired Skills:

• Support sprint planning and deliverables

• Help monitor performance of development teams and report to program leadership

• Ability to act as a centralized point of contact for external communications

• Ability to work with product owners to manage backlogs and new user requests

• Help teams implement changes effectively

Bachelor’s Degree with a Minimum of 5 years leading agile based programs.
